I love it and it’s super easy to use and yields great results, just don’t use it on a fresh ink jet print, give it a while to let the ink set or it will run.

It might possibly be Jewel Enamel which is a kind of embossing crystal that you melt in a Melting Pot and can then pour the resulting liquid over things like rubber stamps or plates, or into moulds and it picks up the patterns. It’s available in lots of craft shops, and I’ve seen Liz Welch of rarebird.ltd.uk doing demo’s with it on various craft shows where she’s produced pendants with it. She shows the powder and a melted cabochon sample on her website (details above) which might help you to work out if that’s what your friend was using.
Liz is an expert with it, so any videos of her using it are well worth watching.

I asked my crafting guru (my Mom), and she thinks it sounds like Mod Podge Photo Transfer Medium.

I think there are several free tutorials around the web for using this product.
